Sam Altman Pitches 3 Endgames for AI Safety

Sam Altman reportedly pitched three endgames for AI safety: an IAEA for AI, a merger of the labs, or one firm that “melts everyone else’s GPUs”

Details:

• The first approach would create an organization modeled after the International Atomic Energy Agency (IAEA), which could coordinate safety standards, inspect advanced AI systems, and monitor compute and energy use.

• This scenario would require international cooperation, especially from countries building frontier models, including China. It is reportedly the option Altman appeared to favor.

• The second approach, which he called the “Demis Plan,” would involve merging all of the AI labs into a single body to develop new AI safely and make it available to participating countries.

• Altman called the third approach the “Eliezer Plan,” in which a single developer gains enough economic power to cut competitors off from computing resources so they can never catch up, effectively “melting everyone else’s GPUs.”

• “Obviously I think that one’s terrible,” Altman said, adding that he included it only for “completeness.”

Altman made the remarks internally last week, while the Trump administration is preparing what would be its first framework for policing “superintelligence” developers like OpenAI.

Anthropic Proposes AI Safety Bill That Could Block Models Over Catastrophic Risks

Anthropic is circulating draft legislation that would let the government halt the release of an AI model if independent evaluators identify a catastrophic risk.

Details:

• The bill defines catastrophic risk as a “foreseeable, imminent” threat involving more than 50 deaths or over $1 billion in property damage, linked to biological weapons, AI systems evading developer controls, or cyberattacks.

• Independent evaluators registered with the U.S. Commerce Department would assess models for these risks. AI companies could fund the evaluations, provided payment was not tied to the results.

• If evaluators identify an imminent catastrophic risk, they would have 72 hours to notify the Commerce Department, which would then need to ask a judge in Washington, D.C., to halt the model’s release.

• The legislation would also expressly forbid any federal agency from having the discretion to halt the model’s distribution on its own.

Anthropic’s proposal adds to the growing debate over whether AI safety should rest on voluntary industry oversight or legally enforceable restrictions, and who gets to decide when a model is too dangerous to release. It contrasts with the view of other tech leaders, like Nvidia CEO Jensen Huang, who recently argued that the AI industry doesn’t need any new laws at all.

• Use Apple Music to build custom playlists

Create a [number]-song playlist inspired by my favorite artists: [list artists]. Include a mix of familiar songs and discoveries, avoid repetitive sounds, and arrange the tracks so the energy rises and falls naturally.

This is especially good for discovering artists who aren’t as mainstream.

You can also create playlists for specific moments, like running, studying, cooking, or winding down after a long day:

Build a [number]-song playlist for [activity or mood]. Start with a gentle warm-up, build to a high-energy middle, and finish with a smooth cooldown. Use my favorite artists, [list artists], as a starting point, but include at least [number] lesser-known artists I haven't listened to yet.

OpenAI acquires Orchestra Bio

Orchestra’s platform lets scientists delegate tasks like monitoring studies, tracking drug development timelines and identifying potential delays to AI agents. Terms of the deal were not disclosed, but the startup had reportedly raised about $20 million as of 2025 from investors like Andreessen Horowitz, Atria, and 8VC.

The AI assistant has reached 10.2 million US downloads within its first 40 days, a milestone achieved by only 11 other apps, according to Sensor Tower. Muse has also recorded higher US user retention than ChatGPT, Claude and Grok, with 30% of users returning after seven days.
