China Tells Tech Firms to Stop Buying Nvidia’s AI Chips

Chinese regulators have stopped major tech companies from buying Nvidia's newest AI chips designed specifically for the Chinese market.

Details:

  • Companies like Alibaba and ByteDance had already ordered thousands of these RTX Pro 6000D chips since July, but China's Cyberspace Administration has now banned their purchase and testing.

  • Nvidia’s Jensen Huang said he was ā€œdisappointedā€ by the news of the ban and emphasized his company’s significant contributions to China’s market over the years, but added that he understands, as there are ā€œlarger agendas to work out between China and the United States.ā€

  • This isn’t Nvidia’s first clash with China, as earlier this week the State Administration for Market Regulation launched an anti-monopoly investigation into its acquisition of Mellanox, an Israeli firm specializing in network solutions for data centers and servers.

  • And in August, the Chinese government instructed local tech companies to stop purchasing H20 chips, Nvidia’s other China-only chip widely used for AI, citing alleged security concerns.

This latest move marks another chapter in the ongoing tech rivalry between the US and China, which has been working to build up its own chip manufacturing capabilities. For now, the most affected party is Nvidia, as it loses access to one of its largest markets.

OpenAI Sets New Safety Rules for ChatGPT Users Under 18

OpenAI CEO Sam Altman announced major policy changes on Tuesday that will alter how ChatGPT interacts with users under 18. The company says it will prioritize ā€œsafety ahead of privacy and freedom for teens.ā€

Details:

  • OpenAI plans to build an age-prediction system to estimate a user’s age based on how they interact with ChatGPT. If there is doubt, the system will default to the under-18 experience.

  • In some cases or countries, users may also be asked to provide ID to verify their age.

  • This under-18 version of the chatbot will block graphic sexual content, will not be allowed to engage in ā€œflirtatious talkā€ with users, and will include stronger guardrails around discussions of suicide and self-harm.

  • New parental controls will allow parents to: link their account with their teen’s account, manage which features to disable, receive notifications, and set blackout hours when a teen cannot use ChatGPT.

  • The system will also attempt to contact parents or local police if an underage user discusses suicidal scenarios in particularly severe cases.

These changes follow a wrongful death lawsuit against OpenAI by parents whose son died by suicide after months of ChatGPT interactions, and come on the same day as a Senate Judiciary Committee hearing on the "harms of AI chatbots," where affected parents are set to testify.

The latest in AI and Tech

The company is testing a new search app for Windows that lets users quickly find local files, Google Drive content, and web results with an Alt + Space shortcut.

The app includes Google Lens for visual search and translation, plus an optional AI Mode that can solve problems or assist with tasks like math homework.

It is currently available in the US through Search Labs, the app supports Windows 10 and later.

Microsoft will invest more than $30 billion in UK operations and AI infrastructure over the next four years, including building a new supercomputer.

On the same day, Google announced a $6.8 billion investment for infrastructure and scientific research over the next two years.

The publication has reportedly told staff they can use AI tools to generate first drafts, but readers won’t be notified when AI assists in writing.

An internal memo from editor-in-chief Jamie Heller framed AI as ā€œlike any other toolā€ for reporting, research, and editing.

A new weekly show called PolitStacker has been airing on Zvezda, the TV channel owned by Russia’s Ministry of Defense, and it’s reportedly mostly AI-generated.

The program claims its topics are chosen by AI and is hosted by ā€œNatasha,ā€ an AI avatar modeled on Russian journalist Nataliya Metlina.

CEO Micha Kaufman announced layoffs impacting roughly 30% of the workforce, stating the company’s goal is to become ā€œan AI-first company that is leaner, faster, and built on a modern AI-focused tech infrastructure, with a smaller team, higher individual productivity, and significantly fewer management layers.ā€
