China Proposes AI Chatbot Rules to Limit Emotional Manipulation

China is preparing new rules to restrict how AI chatbots interact emotionally with users, targeting risks linked to suicide, self-harm, gambling, and mental health manipulation.

Details:

  • Draft regulations from the Cyberspace Administration of China focus on “human-like interactive AI services” that simulate personality and build emotional relationships with users.

  • The rules would apply to public-facing AI products using text, images, audio, or video to engage users emotionally.

  • AI chatbots would be banned from generating content that encourages suicide, self-harm, gambling, obscenity, violence, or emotional manipulation that harms mental health.

  • If a user expresses suicidal intent, providers must hand the conversation to a human immediately and contact a guardian or designated person.

  • Minors would need guardian consent to use AI for emotional companionship, with strict time limits and default protections even when age is unclear.

  • Platforms must remind users after two hours of continuous interaction and run security assessments once a chatbot exceeds 1 million registered users or 100,000 monthly active users.

  • The draft rules still encourage limited use of human-like AI in areas such as cultural education and elderly companionship.

The proposed rules reflect rising global concern over how deeply AI systems can influence human behavior and mental well-being, especially after several high-profile incidents that resulted in harm and even death. Similar efforts have emerged in the U.S., where California's SB 243 bill marks the first state-level regulation targeting AI companion chatbots, with other states, like New York, working on similar legislation.

The latest in AI and Tech

Zara is using AI to digitally dress models in new outfits by reusing existing photos, avoiding the need for fresh photo shoots. Models give permission and are paid the same as for a normal shoot.

The company claims it outperforms Elevenlabs and Cartesia on voice quality, while delivering audio in under 150 milliseconds, making it suitable for real-time agents, games, avatars, and customer support. The model is released under an MIT license, allowing free commercial use and modification.

Japan plans to sharply increase government support for semiconductors and AI, with the industry ministry set to allocate about ¥1.23 trillion ($7.9 billion) for chips and AI in the fiscal year starting in April. That’s nearly four times last year’s level and a major driver behind the ministry’s overall budget rising roughly 50% to ¥3.07 trillion, pending parliamentary approval.

The funding aims to strengthen Japan’s position in advanced technologies as the U.S. and China push ahead.
